Energy Efficiency improvement support for industrial companies 2020

The support established by Royal Decree 263/2019, of April 12, regulates the Program of support for energy efficiency actions in industrial companies, aimed at stimulating and encouraging the performance of actions that reduce carbon dioxide emissions and consumption of final energy, through the improvement of energy efficiency, in the Autonomous Community of the Basque Country.

Energy Efficiency for industrial companies:

Action 1: Improvement of technology in industrial equipment and processes

The objective of this measure is to reduce final energy consumption in SMEs and large companies in the industrial sector, by improving technology in industrial equipment and processes.

This action aims to promote investments in replacement of equipment and facilities, as well as auxiliary energy-consuming systems, by others that use high energy efficiency technologies or the best available technology in order to reduce final energy consumption and CO2 emissions .

Energy efficiency requirements: The actions must comply with current legislation that affects them for the calculation and development of energy efficiency measures. In the absence of applicable regulations or legislation, the Best Available Technology (BAT) for energy saving and efficiency will be used. The maximum economic-energy ratio will be € 14,379 (eligible investment) / tep (final energy savings in one year). The energy saving measurement obtained by the application of this Program will be calculated following the calculation methodology indicated in Annex V of Directive 2012/27 / EU, of October 25, 2012.

Action 2: Implementation of energy management systems

This action is intended to promote investments for the implementation of energy management systems in order to reduce the final energy consumption and CO2 emissions of industrial facilities that do not have the consideration of large energy consuming companies in accordance with Law 4 / 2019, of February 21, Energy Sustainability of the Basque Autonomous Community, in its Title III. The improvement of energy efficiency, due to the implementation of an energy management system, must include the necessary actions, both at the level of measurement of the energy consumption variables, and for the installation of the elements of regulation and control of the parameters of process and implementation of computer systems for analysis, regulation and control, as well as for the optimal operation of the installation, reduction of final energy consumption and costs, reduction of emissions and to provide information quickly and accurately , necessary for the energy management of the installation.

These grants have a budget of 15 million euros and can be processed until December 31, 2020. They are co-financed by the European Regional Development Fund (ERDF) within the Multiregional Operational Program of Spain (POPE) 2014-2020, provided that they are eligible within it, and with contributions from the State, specifically from the National Energy Efficiency Fund attached to the Ministry for Ecological Transition.

Who is the Assistance Program for

08 – Other extractive industries.
09 – Support activities for the extractive industry.
10 – Food industry.
11 – Manufacture of beverages.
13 – Textile industry.
14 – Manufacture of clothing.
15 – Leather and footwear industry.
16 – Wood and cork industry, except furniture, basketry and wickerwork.
17 – Paper industry.
18 – Graphic arts and reproduction of recorded media.
19 – Coke shops and oil refining.
20 – Chemical industry.
21 – Manufacture of pharmaceutical products.
22 – Manufacture of rubber and plastic products.
23 – Manufacture of other non-metallic mineral products.
24 – Metallurgy; Manufacture of iron, steel and ferroalloys.
25 – Manufacture of metal products, except machinery and equipment.
26 – Manufacture of computer, electronic and optical products.
27 – Manufacture of electrical equipment and equipment.
28 – Manufacture of machinery and equipment n.c.o.p.
29 – Manufacture of motor vehicles, trailers and semi-trailers.
30 – Manufacture of other transport material.
31 – Manufacture of furniture.
32 – Other manufacturing industries.
33 – Repair and installation of machinery and equipment.
35 – Supply of electricity, gas, steam and air conditioning.
36 – Collection, purification and distribution of water.
37 – Collection and treatment of wastewater.
38 – Collection, treatment and disposal of waste; valorization.
39 – Decontamination activities and other waste management services.

B- Energy services companies:

These companies must act in accordance with an energy services contract with one of the companies indicated in section 1 above, in any case having the assistance provided in this program for the company where the project is executed. They must be registered as suppliers of energy services in www.idae.es.
